OpenAI experienced several outages, including increased error rates when creating files and fine-tuned models, and the fact that ChatGPT login became unavailable for logged-out users, including Plus subscribers.

Users were able to use the sign-in options, such as signing in with Google, but received the following message on their ChatGPT dashboard. Unlike a previous ChatGPT outage, Plus subscribers did not receive an alternative login link.

The same happened when accessing ChatGPT in a mobile browser like Google Chrome.
Users were able to log into the ChatGPT iOS app, which was able to use Bing to search the web for more information about the outage.

Downdetector had problems with ChatGPT and logins.

OpenAI has implemented a remedial action for ChatGPT logins and is continuing to monitor the situation to help users regain access to the AI chatbot.
The issues affecting files and creating fine-tuned models are still under investigation.

ChatGPT was able to use Bing to explain the incident in more detail.

The first source of information was a website similar to Downdetector which showed that the problem with ChatGPT logins was fixed.
However, the second source of information was an article covering a December 2022 login incident. So not quite the correct information for this incident, but a good try while Browse with Bing is in beta/experimental.
Users can sign up for updates on the OpenAI status page via email or SMS to find out when issues are fixed and get updates on the latest outages that may affect ChatGPT, OpenAI API, Labs, and Playground users.
To update: As of 2:15pm PST, OpenAI has fixed all issues with ChatGPT logins and increased error rates on files and fine-tuned model building.
